Yeah, sounds like an NPC stole your armor. If the NPC is still active in the Nuka World, your best bet at finding the NPC would be at night, assuming the NPC is wearing the helmet as you can see the head lamp from a distance. The PA "icon" you're seeing on the NW map is the train, not a valid PA location.
